Actually, I think I meant to say "sensitive" there.
We are agreed the newsgroup-names are sensitive, but are "traditionally"
in lowercase, with an "Ought Not" to convert (not sure what happens to
that when we split the document :-( ).
Since the Followup-To-header consists mostly of a list of newsgroup-names,
we would therefore expect them to be considered as case sensitive, and
it would be an odd exception to ask implementors to look for a case
insensitive "PoStEr" in that list.
So my inclination is to make it case sensitive. That only leaves the
question:
