Unless there is some serious expectation that there will be a newsgroup
named "Poster" or "pOsTeR", there is absolutely no reason to think that
"poster" in a Followup-To: should be case-sensitive.
Since we already know that some software does does treat it as
case-insensitive, documenting existing practice would require us to
specify that it is case-insensitive, and there is no other reason not
to do so.
