My case here is based on the value of backward compatibility, and the
supposition that USEFOR is a standards-track document (documenting
existing behavior).
I'm not passionate about this point, but I do think that in this
context, we need to rate backward compatibility and documentation of
what is currently happening high priorities. (I think it should be
case insensitive across the board, but absent any study that shows my
results with Gnus and INN are atypical, but USEFOR isn't about our
preferences.)
