The thing is, it's going to be entered by the user 9 times out of 10 (or
even more often), and while Gnus and INN may not handle it, there's been
nothing to indicate that this is widespread -- and even if it is, it's not
desirable, because it *will* happen.

MacSOUP and Thoth both treat it as case insensitive -- as does NW which
means MTNW and YANW do likewise.

But even if they are the only programs to do so, I think the fact that users
will be entering this by hand trumps current practice in this case, it's the
right thing to do and we should be encouraging it.
