It's widespread existing practice and seems to be used by a lot of news
outsourcing companies to advertise. While I'm not particularly happy with
advertisements on Usenet in general, it seems pretty harmless to let them
advertise in the Organization header particularly in preference to doing
something obnoxious like appending a footer.
I've never particularly liked the practice of setting the Organization
header for normal sites and turned that off at Stanford a while back, but
at least once upon a time most sites did that.
