How about "existing practice?" Most ISPs and schools do fill in that
value by default, and many corporations do as well, sometimes making it a
header which can not be set by the user.
Another case where I see no reason to prohibit a common practice which
raises no interoperability issues. It would appear that all the major
server software accepts an empty header line ending in colon-blank.
