This restriction would be hard to implement for Forté, and that would
mean going an extra way just to put garbage on people's screen.
I'm fairly confident Forté will not do something that stupid, if we
could check with some beta tester, thought, that would be great.

It can be that FA will be blocked to handle only one encoding, but this
would not be the same level of problem.

I don't see this problem with xnews.
What I saw with an older version is that when the title was split on
several lines, only the first line was decoded.
And according to xnews change, this has been solved since some time :

2.03.28:
o Encoded headers that span multiple lines displayed incorrectly.

I could see the problem with a version that should have been newer than
2.03.28, but the latest one decodes without any problem the following
subject :
Subject: Re: [441] la pub, =?iso-8859-1?Q?l=27=E9ducation?=, la
    =?iso-8859-1?Q?t=E9l=E9?=, etc. (was: oh c malin tiens :) )

So update your xnews, and post a bug report to the author if there is
still a problem, but this is only a matter of solving some bugs, very
diffrent from a missing functionnality.

And I will pursue that I did not see much answer about the fact most
readers, including xnews, including gravity (use super gravity),
including pan, pine, now understand RFC2047, and that the same is not
true for UTF-8, so the current text of the NOTE in the draft is
misrepresenting the reality.
