I don't think that would work, but it does lead me to think.
Someone was saying, in this discussion, that "email is essential to news"
or something like that. The only way in which email is even slightly
essential to news is in getting messages to moderators. So it's worth
asking if there is another distribution mechanism, because if there is
one, and one that is 8-bit clean, it greatly weakens the arguments for
hacking around UTF-8 names just to keep the mail people happy.
Here's one possible mechanism: use NNTP to a central site (or sites).
At present, messages to moderated groups are emailed to
group-name@moderators.isc.org (or wherever has replaced it). Instead,
suppose they are POSTed to an NNTP server on moderators.isc.org (which, of
course, could be an alias for multiple machines). That server then routes
the article in whatever way that moderator wants - the server administrator
would offer a number of options, including encapsulation, RFC 2047, or
anything else.
