But members of the group (this wg) still refere to "the draft" as to the
reason for filtering (and bashing people who do not care about their reader
doing funky things with their subject line).

No and yes. No MAY is not a hack, unless you state that a newsreader should
use the subject (stripped for the prefix) to thread/break a tread with. For
this a seperate field would offer you better (and less error prone)
abinites. Granted, this is how lot's of news readers do today, but writing
a program and writing a standard are two different things. The standard
should have the chance of correcting mistakes, programs must live with
them.

Anyway, Charles, I thank you for yout top statement, and I might qoute that
if I should hear about these stupid filters again.
