NOTE: A requirement imposed on a relaying or serving agent
regarding some particular article should be understood as
applying only if that article is actually accepted for
processing (since any agent may always reject any article
entirely, for reasons of site policy).
Any agent may always reject any article entirely, for reasons of site
policy. If "site policy" says "subjects of replies MUST start with 'Re: '",
then the admin will find all the support he needs in our document.
And with the new text in 8.2, an injecting agent does not have to stop
processing any article that is in violation of site policy, it can modify
the header in any way it wants and post it, all without the knowledge or
permission of the author. It MUST NOT alter the body, but it is only a
SHOULD NOT for altering the Subject header, and there is no longer ANY
limit on continuing to process an article that site policy defines as
unacceptable.
