I have now prepared a new draft. The only changes from draft.07.01
(which is on the landfield site) are as listed in the diffs below, and
they have all already been posted to this list individually in recent
days without adverse comment.

You will also have seen the tail end of a discussion on the moderators'
list concerning encapsulation of articles sent to moderators. It
confirms that there will be some Pain in introducing this feature, but
that is the price one pays for the Gain. The only thing that is new
is that the Pain may be somewhat more widespread that I had formerly
thought, because not all CNews implementations had been encapsulating as
I had supposed. However, I hear no requests for further change from the
regulars on this list, and so that area of the draft remains as it was.

I also hear no requests to take further action on John Stanley's points.

It is now my intention, UNLESS I HEAR SCREAMS TO THE CONTRARY to send
this draft to the drafts editor late tomorrow, and I understand our
chairman will then ask the IESG to put it to Last Call.
