For a somewhat alternate perspective (although I'll say that I'm obviously
also biased), here's how I thought the discussion went:

Charles said what USEFOR currently contained and it met with widespread
and vociferous condemnation multiple current moderators, several
moderators stating their intention to report any such submissions they
receive to the originating news sites as bugs that need to be fixed.
There were some side discussions about how widespread encapsulation
already is (namely not at all), and two or three people who said "eh, I
can deal," and currently the discussion is devolving into a "why MIME is
evil" discussion (that I'm trying to counter to some degree) which has
little to do with the actual proposal.

I've given up objecting to things in this proposal (I just don't have the
time to fight the fight in the way that it's currently being presented),
but this still does strike me as a problem.
