Unfortunately, I fear that if we are to have any hope of supporting
multilingual news headers any time soon, there is no alternative to doing
some sort of encapsulation. (Even RFC 2047 escapes in headers are
encapsulation, although of a different sort.) The mail standards are
quite adamant that mail headers are ASCII-only.

Barring a switch to RFC 2047 for news headers, I see no way this painful
transition can be avoided. The problem will only get worse if delayed.
