Is has to assume it is UTF-8, unless it has made some private arrangement
with its clients.
But what else would be possible? In the hierarchies where unnanounced 8bit
charsets are currently used, do they have any moderated groups? If so, how
do they currently mail to their moderators?
The only certain solution to this problem is encapsulation.
