This was last discussed on tbis list a long time ago. The thinking was
that there is already software out there that tries to parse this "Re: "
for various assorted purposes, hence the need to standardize it.

Also note that RFC 2822 also includes mention of the fact that "Re" is a
Latin abbreviation.
