It did. It was discussed extensively after it was brought up in relation to
exactly the debate on making explicit that "Re: " should not be localized.
The Subject field was even proposed abolished beyond the first article in
the thread as the Subject as well as the back reference could be infered
from the presence of a References field and by fetching information from
the articles referenced. Several of the degrees were discussed and in the
end it was concluded that what is in the current draft is the best
compromise.

This was some time in the latter half of the nineties, not too long after
this group was formed IIRC.
