Refer them to the very first chapter of the draft ("Status of this
Memo"), esp. paragraph 3. Refer them to section 2.2 and section 2.1
and have them read section 5.4 again. Perhaps you should do so,
too.
Also note that the draft describes (or at least tries to) the
format of articles. It does not (or shall not) describe policy.
Even if it wanted to: site admins are free in they decisions what
to accept and what to refuse.
