Incorrect.
According to section 6.2 of the draft, an absent "Sender:"
header is equivalent to one that is identical with the
"From:" header. Therefore, adding one when there is none
is equivalent to replacing a redundant one that matches the
"From:" header. This would lead to posters always adding a
"Sender:" header themselves - which is about as wasteful as
everybody adding a dummy "Organization:" to keep brain-dead
INN installations from adding their own by default.
