There is very little real difference from the current situation;
there is no prescribed authentication mechanism for Supersedes now,
and one could easily post multiple articles with Supersedes headers.
The draft as currently written provides for local policy to determine
whether any action is taken on Supersedes, and not preventing
multiple msg-ids would not change that.
