There is a new draft available at

and it is also on its way to the Drafts Editor.
I think every significant change has already been reported here, so I
have not prepared further diffs.
As far as I am concerned, I have now covered everything on my agenda, so
now is the time to decide whether we are at last ready.
So please, EVERYBODY, READ IT CAREFULLY, for two purposes:
1. To decide whether anything else needs doing before submitting it to
the IESG.
2. To fix any final nitpicks (I am sure there will be some, and I will
probably find quite a few myself, but I really hope they will be minor
by now).
I want this to be an INTERNAL LAST CALL within this Working Group. And I
hope that no member of this group will raise any objection at final Last
Call to the IESG unless he has raised his problem here first.
Timescale.
I am away on Holiday from May 11th to May 21st. As soon as I get back, I
shall review any problems that people have raised, so please regard that
as the deadline for this Call.
