Not having a standard is very bad. Usenet is waiting since years for
this standard.
If it's bad, it will push forward to define a better one, since
publishing this standard will at the very least prove it is possible to
publish a new usenet format.
Once it will be have been done, after 15 years without a standard, it
will be much easier to engage into publishing a better one if really needed.
After RFC1036 was obsoleting RFC850, not so much of a distance between
the two.
And I don't think it's really so needed, current USEFOR might not be
perfect, but it does bring a lot.
