Usenet has been getting on pretty well without it, though. The lack of

Publishing a standard which is _incompatible_ with actual practice is
not a good idea at any time, and is specifically not in accordance
with normal IETF procedure.

We have a standard, and have had for the past 15 years. It simply doesn't
document some features which have become standard practice.
