BUT this software has already been coping for years now. Some servers
(notably CNews) have always sent articles to moderators in encapsulated
form, and it is evident that moderators (and their software) have been
accepting them because I have Never heard of complaints that moderated
articles from CNews systems routinely failed to make it onto the network.
So the current practice is that Both forms of posting are happening now on
Usenet, but the encapsulated ones are in the minority (and maybe some
moderators moan, but manage nevertheless). All that our draft will do is
to push the balance the other way.
And you (Russ) are on record as having supported this feature on this
List.
