In the five or six years that I've been moderating newsgroups, I've only
seen a small handful encapsulated submissions, all of which were from ANU
News systems. So no, I do not agree with this contention. I don't think
you know what you're talking about here.
On the very rare occasions when a moderator gets an encapsulated message,
I've seen them ask very confusedly in the moderators list how to deal with
it and they generally report back to the user that their news server is
broken.

don't understand my position.
