So you want to introduce a protocol that does not exist anywhere yet, that
is incompatible with current usage, that needs an additional feature in
NNTP and an upgrade to all user agents, and which is going to confuse the
hell out of users whose agents have not been upgraded and who see
newsgroups mentioned in the texts of articles that do not correspond to
what they see in their Newsgroups-headers.

Yes, the UTF-8 idea suffers from some of those problems too, but not
on that scale.
