I ran this sort of proposal up the flagpole a few years ago here, but
you won't have more luck than I did with something that hasn't been
implemented.

I guess the one hope is that with all the bickering over how to extend
newsgroup names to non-ASCII, people might accept to not do that right
now and put it off for an alternate solution like this to be implemented.

The idea of a newsgroup tree hierarchy with short cryptic names is now
at least a decade out of date. Ya gatta keep the names for backwards
compatability, but it doesn't mean the users or even ordinary sysadmins
ever have to see them.

The newsgroup hierarchy shouldn't be a tree, it should be a DAG, in fact
groups should just be groupable into arbitrary sets which can be used
for the purposes of administration, feeding, searching.
