Thing is that in this case, it has been implemented, a few times over.
It wants a bit of standardization work is all.
And basically, all that Usefor would need to do for that standardization
to happen, is to put out a base draft on which to hang a small control
message hook. The NNTP part already exists, though it can stand some
firming up (and again, a base document for the hook).

Well yes, that would have been a good thing to do, a long long time ago.
The current WG effort does, unfortunately, hold hostage any
possibility of seeing a smaller, saner, extensible document.
There are situations where the best thing a standard can do is keep out
of the way. Sure, if too little is specified, then things won't work
together. But if too much is specified, we just get painted into corners.
