We could always put an index at the top and cut out a ton of redundancy.
A quickie prototype of the body (adjust for aesthetics) might look
like this:

   From: Ruler of Usenet <fluffy@meow.org>
   Official-Looking-Digsig-Junk-Goes-Here: yeah sure.
   Control: grouplist
   Newsgroups: comp.misc,alt.flame,rec.hunting.kibo

   Group-Collection: comp
   Fields: 1: newsgroup 2: name 3: description
           4: postflag 5: moderator

   # with all fields
   1: comp.lang.intercal
   2: INTERCAL computer programming language
3: A compiler language with no pronounceable acronym
   4: m
   5: intercal@bungmunch.edu

   # with no moderator
   1: comp.sys.pdp10
   2: DEC PDP-10 computer systems
   3: PDP-6, PDP-10, Foonly, SC-30, TOAD and related mainframes
   4: y

   # no name, and so dead that everyone forgot what it was about
   1: comp.sys.isis
   4: y

[BTW, publishing the moderator address is just an example; tale briefly
emerged from exile and went ballistic when that was proposed seriously a
few years ago.]
