Well at least we have provided the extension mechanism in our draft.
Whether it would be suitable to the 'prettynames' extension would depend
upon the timetable within which that was introduced. The alternative is,
of course, Yet Another Header, but that is a kludge solution, as you say.
But I don't see there is anymore we can do in our present draft to provide
for such future extensions, beyonf the MIME-style parameters that are
already in.
And in the case of control messages, these are sufficiently few in number
(one you have filtered out the hipcrime ones) that it is no great deal for
admins to process the "funny" ones manually, at least until they get the
chance to upgrade properly. Lots of admins process them all manually
anyway.

OK, I got it. You were proposing a new header to indicate the
'prettynames' in email. I don't see that needs any action in our present
draft. It would be defined as a part of the extension.
