If the group name uses a language the moderator understands, he probably
will have the correct software anyway.
If he has not, the result depends on the script: If it's a Latin-based
script and so only some characters are "mangled", he can guess the full
name. If it's a non-Latin script then UTF-8 is completely unusable
whereas Punycode can at least be copied-and-pasted and looked up on the
Web.
If the group name uses a language the moderator does not understand, he
can't make use of the correct name anyway:
In most cases, the software won't be able to display the name
(regardless of UTF-8 and Punycode) because the operating system does not
even have the fonts installed. Here Punycode has the advantage that
there is a predefined replacement: The ASCII version of the name. If the
software displays that name (yes, this behaviour is recommended by the
IDNA draft), the moderator can at least compare the name to a list of
newsgroups.
