John, you hit the nail on the head. We know that ultimately we're going
to have to do newsgroup naming in some way that works with the stuff
already out there, and the best way for the base draft to deal with
this is to not go into it.
If the 8-bit stuff can be pulled out of the base, it will give some
assurance to those of us who actually want to write code and *try*
various naming alternatives (either within the Newsgroups: header
or not -- I'm just the loudest at the moment, not the only person
with stuff to try) to see how well they work. There are ways to get
there using 1036/2822 compatible headers, but there's little point
in bothering if the base is going to include something else with
known problems and largely untested.
