But the problem with that approach is that people will undoubtedly
implement, and make work, *something*, but it will not be UTF-8. It will be
"guess the charset", or "we use this code in this hierarchy". Which makes
it very hard for big sites like Supernews who want to carry all the
worldwide hierarchies, and makes it impossible for people who want to
crosspost between those hierarchies (that may not be common in practice,
but we do not want to preclude it).
