Nine years. As soon as I realized, in the course of writing son-of-1036,
that it was useful, I applied to officially register it, and IANA approved
it on 22 June 1993.
(Procedures for MIME type registration were much simpler then. Notably,
there was no requirement for an RFC. The later tightening-up of the
registration procedures did not invalidate old registrations.)
Mind you, the draft makes some changes to the details, but the basic type
most definitely already exists.
