That would be insufficient if raw UTF-8 is in the headers, as
there would still be a problem with all articles crossposted
to any 8-bit-named group and any moderated group, as well as
posted-and-mailed replies to articles posted in any 8-bit-named
group. Of course if the header format (as distinct from what
the user types and sees) is in a compatible form, there's no
need to outlaw any such groups.
