OK, so you want to disallow all usage of UTF-8 in Netnews headers in
favour of requiring them all to be encoded within 7bits?
Yes, it looks as though we are going to have to revisit that argument
again, even though we have discussed it and rejected it several times over
the past few years.
The problem is that, if we do not provide some allowance for 8bit in
headers, then the world is just going to go ahead and do it anyway. In
fact, it already is, but we do have a chance to guide it into some
sensible usage it we do it NOW.
But if we DO allow 8bit in some form (at the price of extra work for
various agents), then it would be illogical not to allow it in all the
places where it would be useful, which means not making exceptions for one
particular class of header.
