It appears to me that adding MIME parameters here causes some concern
from people who are anxious about mail compatibility.

In difference to UTF-8, I don't really see that adding parameters
here buys us anything essential. It is sort of "nice to have, because
you never know".

And I don't really see the point with a parameter to Date or Message-ID.
Supersedes is the only one I can think of. However, once we had in the draft
an extention of the functionality provided by Supersedes, but that
was in a header called Replaces. Thus, it is not likely that there would
ever be any need for parameters there as well.

There might be more headers that the ones Charles have listed above.
In the interest of bringing things forwards, the best is probably to
remove MIME-style parameters from all headers where there is the
slightest token of compatibiltyt issues.
