Google has an advanced search form where you can enter in date bounds in a
convenient format and it will take care of all this logic for you. And in
general, I think that's the right answer; view the Date header as an
opaque system encoding and provide a nicer user interface for user
queries.
It does mean that grep on a collection of articles is not quite as useful,
unfortunately.
