There are a lot of things in RFC 1036 that are inconvenient and
undesirable. Unfortunately, we have to deal with the issue of the
installed base. I don't see cleaning up the date format as justifying
the political battle that it would take to change it.
Now, if the IESG ever wanted to look at a new protocol suite, ab
initio, I would certainly agree with you that YMD is the way to go.
But I won't hold my breathe.
