The GNKSA doesn't actually conflict with format=flowed in what it
requires here. It's perfectly possible to have a flowed message comply
with the above -- it's not even difficult.
And it'd be a good idea for them to do so on a default basis -- most of
the people are still using software that will show f=f as a series of
lines, so showiing the article as a series of lines is a fairly
accurate view of what will be sent and read, and thus a good thing.
Of course a preference to show it as a series of paragraphs wouldn't be
a problem, but that's not what the default view should be (IMO).
