The discussion was about what the spec says, not about what the current
practice is -- about whether MIME and in particular 2047 is part of news
*because 1036 (implicitly) says so*. That is the claim I was refuting.
1036's status is irrelevant to that contention.
And current practice includes 8-bit data in headers too.
