It's likely that your user agent doesn't need to be upgraded to do this,
although it may need to be /configured/ to do so.

If by "injector agent" you mean "the program and/or mail server used to send
your message to the moderator", only if they don't handle 8 bit. I recently
asked Jeroen Scheerder (GNKSA maintainer, admin at uu.nl) to create a
moderated group on the GNKSA server, 8 bit content arrived safely because
his server uses Postfix.

Only if 2 (above) hasn't been upgraded. And if it hasn't then there's still
a chance that the 8 bit content will be acceptable.

What gateway? Isn't this what you meant by injector agent above. Or are
you referring to isc.org acting as a forwarder for addresses like
newsgroup@isc.org?

Again, only if 2 (above) hasn't been upgraded and the server/agent doesn't
already handle 8 bit content. The moderator's email user agent is unlikely
to need upgrading no matter what.

At this point the moderator has it, and is about to contact a server to
Approve/post the article -- if he's moderating a UTF8 newsgroup, then we can
assume that his moderation tools work with UTF8 content, and the server he
connects to doesn't need to do anything special beyond carry the news group
in question.

It's possible that the end readers user agent doesn't need to be upgraded,
but even if it does -- that's going to be true no matter what scheme is
used; and it should be noted that UTF8 is in fact /less/ likely to need an
upgrade than any other scheme (everything else relies upon the client
consciously decoding a particular header, but UTF8 can slip by if the
clients text display system treats everything as UTF8, which isn't uncommon.
For moderated UTF8 newsgroups, only the server needs to be "upgraded" (we
can assume the moderators tools handle it).
