I think it most unlikely that there will be different languages within one
set of headers, and I don't think even the Chinese have been stupid enough
to use more than one charset.

And in any case, RFC 2047 is there as well, for those who want to show off
their versatility.

And having such a header at least to indicate that 8bit headers were
present would be seen as an advantage by hte IMAP people, because Mark
Crispin specifically asked me for such an indication.
