That's subsumed by the part that says
- Standardization of article bodies and the use of MIME in articles.
since MIME provides for non-ASCII character sets in header fields and bodies.
Now it's true that the MIME methods (2047 / 2231) aren't directly
applicable to non-ASCII newgroup tag components (and that's the sole
exception), but then (N.B.!) there's no mention of non-ASCII newsgroup
tag components in the charter. Kent is absolutely correct.
