It provides for non-ASCII character sets in *some* header fields. (Taken
literally, 2047 makes it impossible to use its facilities in, for example,
newsgroup names.) The temptation to diverge from MIME's handling of the
issue would have been considerably reduced if the MIME facilities had been
more general-purpose.
