As the part which you didn't quote clearly pointed out as the sole case
in the current Usefor draft where 2047 is inapplicable, and further
points out that changes to newsgroup names are *not* mentioned in the
Usefor charter *at all*, and therefore ought to have had no effect on
what should have been a timely adoption of MIME, including 2047, to address
the urgent issues which *are* delineated in the charter.
