Beware "name" -- it has implication w.r.t. case-independence (RFC 1958)
and language-tagging (RFC 2277), particularly if one is aiming for a
standards-track RFC.
Perhaps newgroups should be treated in a case-independent manner, and
perhaps they should be language-tagged. But that has not to date been
the case.
