We are concerned only about failures of raw UTF-8 in the transport system.
Our draft has always made it clear that end users who are concerned enough
to see UTF-8 characters displayed correctly will need to upgrade their
user agents.
The message you refer to indicated NO failure in the transport system.
The worst that you found was that some servers refused to create the
Danish newsgroup name because it failed the test for well-formedness of
the name. That test is easily bypassed by servers that want to accept
newsgroups in the new form, and INN 2.4 has already removed that test.
