Since we sort of wrote this without agreeing on an enforcement mechanism
and I don't see any interoperability issues, leave it in USAGE. At some
point this whole thing should be totally rethought and then can be part of
a new standard. Let's not bother to codify it here. Those who care will
follow it in USAGE as well as anywhere else.
