Hmmmm! I have just read up on the subject in Fowler. He writes
continuously on the matter for 3 pages, and still does not explain which
should be used when. And whatever rule you adopt for the purpose, you
can easily construct cases where it is obviously an improvement to do
the opposite.

On looking through the rest of the draft, I see that I have mostly used
'which', though there are examples of 'that'. Mostly it was my gut
feeling but, on re-reading some examples, my gut feeling would have been
to change more 'that's to 'which's than the other way round.

So if you think that example needs to be changed, then there are a
hundred or so other examples in the draft that you would want to change
also.
