The baic rule can be stated in much less text than that; "that"
qualifies or restricts the subject, "which" makes a side comment about
the subject.
The spam that comes into my inbox is illegal.
I'm only refering to part of the spam.
The spam, which is theft, costs billions.
I'm make two stements: that spam is theft and that it costs billions.
Fowler, of course, uses techical language and addresses edge cases,
but the above covers most of the use that occurs in practice.
